Is because airborne reinforce is blocked on winter conditions. Sadly I did not have time to take a closer look on Winter conditions. Thanks for the report mate

Bug Fixed ! Will be ready for the next version. I removed criticals for all Rockets HE strikes in Wikinger vs “Aircrafts”

I am moving the post to resolved, lets me know if you see this bug again around in the future.

Also in Tank hunter Doctrine you have Pak 43 with indirect fire option. Is a very good option as AT/Arty combo.

Yes Helios has a good point, and btw talking about rocket artillery, I think the OP one is the high caliber one like Walking Stuka and Katyusha.
I think they need a tweak and prices maybe an adjustment generaly talking.
