Royal Engineers Popcap bug

So, there’s a bug with the Royal Engineers Ability (The one that shows up after your base got destroyed).
I played annihilation 125 popcap today, Got myself some real beating and my base destroyed.
when I try to use the royal engineers ability that should spawn 2 engineers.
It says that it use 10 popcap. but the text say “Popcap Limit Reached”. while my popcap is literally 19/125.
