      Let’s recap the balance issues before 3.1.9

      -bad antitank

      -very vulnerable to mortars

      -horrible manpower rate b/c of the amount of units on the field

      Long story short, they are still there, and possibly worse then before.

      I’ll start with a conversation I just had with mizo (from discord so sorry for format):

      however, b/c of the manpower sap of the rest of the doc, you will never get said tech to unlock them

      I think having an emplacement with 16 popcap is overkill, 10 is usually a huge debt
      Much to the reason why I wish emplacements got a popcap reduction Or rather…have consistent tiers

      hmm. Id rather turn the command bunker into a structure with manpower rate upgrades
      but lowering emplacement manpower cost seems a good idea.

      With the amount of accurate arty in game, all emplacements aside from a few is more of a liability. When did anyone build the mortar pit that took away -15 manpower?
      Ect ect…
      Now with 1 allied arty doc, and 1 more on the way, IW is, for lack of a better word, screwed. They had huge problems with mortars and call in arty, weak as it was, and now there is a doc that focuses on it. What happens when a black dragon/150 lands on the defense line ? What happens if it lands on your reserve squads/truck while you are resupplying your infantry? IW manpower rate, for the amount of immobile/non combat units they have to have is ridiculous. The emplacements I will consider as they cannot move, your reservetruppen squads, the Faust truck, your opening medic, the penal squads, command bunker ect, ect. Their armor is also awful: the t-34 has trouble penetrating a Sherman from the front, the SU-76 is anti arty and not a good idea to use vs tanks, the SU-85 is locked behind schwere panzer, which you almost never have the manpower to get. Stugs and Panzer 4 (that require unlock) come late, and by then you start seeing 76 Sherman, wolverine or worse that counters these tanks and their GOOD vehicles are put behind MASSIVE manpower walls. For a faction that struggles with manpower. And don’t give me BS of the manpower boost they have “helping” by the time you get to unlocking it, sometime in the late game b/c of so many unlocks you need to get first, your going from 166 Mp to 266 for couple min before a 5 MIN COOLDOWN (or something ridiculous like that) . Not to mention if your opponent figures out you have it active, and they have ANY arty or airstrikes saved up REST IN PEACE! Also the infantry are weak, and the frequent resupply they need is sapping of manpower.
      What needs to happen? A LOT of things need to get moved up and they need a safer, more reliable source of constant manpower. The no-retreat order should be a gamble, a very risky one, to see if you can get to tiger call in faster, not something you need to survive. I propose, for the nth time, to turn command bunker into a manpower upgrade building in addition to what it does now. Pak 40 emplacement needs to get lowered in tier, SU-85 needs to be lowered in tier, maybe pantherturm needs to be lowered in tier now that there are only 2 pak 40 emplacements, penals need to lowered in tier, or else IW needs to gain the ability to build sandbags at tier 0.
      There is probably a similar rant going coming for Armor, but I have not gotten around to them yet. For context as to this post, I’ve tried IW vs AB and arty (at same time) and the results were most frustrating game of wikinger I have yet to play (And this is counting a game where my team lost in 15 min to due wasp abuse). Infantry dying due to arty, every push being stopped by planes, arty mg, or something similar. Got Sherman rushed supported by AB, so faust got pinned before they could fire, could not get pantherturms up in time, could not get to schwere panzer and I only had 4 combat squads of infantry, a 76 and a t34 so… game ended real quick after that.
