The timer was instated to prevent people from using the truck to drive over infantry. While three minutes does work well towards that end, it makes it impossible for the OKW to act with any flexibility both in the construction and reconstruction of the trucks. If it was two minutes instead, people would still not be able to easily drive over enemy infantry the entire game and their death would still be a big hit but not nearly as big as the three minutes that it is right now. It makes it almost undesirable to put even the medic HQ truck forward as it takes so long to replace.
Alternatively, if rushing is a big problem, maybe make the timer three minutes on the first truck and one(or two) on every truck after that? Just a suggestion..

Maybe we can try some different time settings in the beta. I think the main goal of stopping the SWS blocking exploit has been very successful, would others agree?
Now we just need to tweak the mid/late game effects.

The initial goal was very well achieved.
I dislike the long cooldown, especially if one of your trucks was destroyed and you need to wait so damn long to set up your new one.
Suggestion:
1st truck: delay it for 3 mins
2nd truck: delay it for 4 mins (or 1 min after the 1st truck is set up)
3rd truck: delay it for 5 mins (or 1 min after the 2nd truck is set up)Once an already built up truck is destroyed, a new one should appear instantly, or quite fast.

exactly lorarius, the moment a OKW player looses their truck they are handicapped until a new one comes in, which unfortunately is 3minutes, so thats over 3 minutes of not being able to build units because of build time.

@Ragnar, is my suggestion possible to be implemented?
